Legislation Update:
KENTUCKY REMAINS ONE OF THE FEW STATES IN THE COUNTRY WITH NO INCENTIVES FOR THE FILM INDUSTRY
The Kentucky Film Incentives Act was passed unanimously in the Senate, actively supported by Governor Beshear and his administration. The House leadership, however, refused to call the bill in the House for its final step of approval.
WHERE DO WE GO FROM HERE?
1. A slim chance: Since there was no movement on pension and ethics this session, it is possible that the Governor may call a special session after the May primaries to address some key issues. We are weighing the logistics, finances, etc. to determine if we campaign to be included in a special session, if one is called.
2. Organize and prepare for next session: We have gained much momentum and key support through the efforts made this session. Legislators are now aware of filmmaking as a viable industry for our state. We have created a strong foundation to move forward for next session.
3. Continue to build Lights…Camera…Kentucky, Inc. as the Trade Organization for filmmakers: While we continue our lobbying efforts, LCK will also focus on supporting and building the industry through communications, supporting film festivals, hosting gatherings and otherwise uniting and organizing our industry in Kentucky. We hope you become an active part of this process.
WHAT YOU CAN DO:
1. Thank-you letters: Please write letters of appreciation to Rep. Tommy Thompson, Sen. David Williams and Sen. Dan Kelly. They worked very hard for us. All Senators voted in our favor. Our Co-sponsors in the House also worked tirelessly to gain support: Larry Clark, Greg Stumbo, Tanya Pullin, Lonnie Napier, David Osborne, Bob M DeWeese, John Tilley, Scott W. Brinkman, Leslie Combs, Jeff Greer, Charles Siler, Dwight D. Butler, Jim Glenn, Ted Edmonds, Mike Denham, Mary Lou Marzian, Susan Westrom.
2. Send Articles: Please send us any news that you come across about what is happening in other states. We are compiling a report to submit next session, and for a special session if one occurs. Specifically, we are looking for numbers showing economic impact of the film industry to the states, what incentives they passed this session and what the incentives cost the state.
3. Join Lights…Camera…Kentucky, Inc.: Please peruse this website to find the membership forms. Your dues will be our way of financing future lobbying efforts and other projects. We will continue to grow our organization to be the go-to support resource for our industry in Kentucky.
